Neura City is not a twelfth silo sitting beside the others. It is the answer to the question the other eleven pages raise on their own: what does any of this look like when it is all running in the same place at the same time?

A standard is only worth what it connects to.

A vehicle that reports a flooded road is useful. It becomes considerably more useful when the municipal system receiving that report is the same one scheduling the repair, and the building at the end of the street knows to expect the diversion.

A hospital that hands over properly is safer. It is safer again when the ambulance that arrives has already sent what it knows, and the record does not restart at the door.

Every one of these industries improves something on its own. The step change is what happens when the improvements can see each other. That is the part nobody owns, because it does not sit inside any single sector.
